Can we use ‘also’ or ‘too’ in negative sentences?

How to write negative sentences using also/too?

For example:

a) Sanju did not come. Sudhir did not come also/too.
b) My party didn’t win the president’s seat. We didn’t win the Gen Secretary’s seat too/also.
