Making a quick buck means making a lot of money in a very short time. And how do you make a lot of money in a very short time – usually, you have to do something dishonest, some hanky panky, some scam or some thievery. Thus, making a fast buck or quick buck means making a lot of money through dishonest means.

Note that there is a subtle difference between cheating and making a fast buck. Thus, there is usually, just a hint of something dishonest when you say he made a fast buck. You are not actually saying he cheated, you are just subtly hinting at it.
